I have the honour to forward for your information copies of Police reports regarding the seizure on 14th April, 1928, of the S.S. "Hein Wah" by pirates who directed the ship to Sen Chau Inlet which is connected by a narrow neck of land with the notorious Fan To Kong in Bias

Bay.

I handed a copy of the earlier Police report

to Marshal Li Chai-sum when he passed through this Colony on 17th April. At the same time I also handed him a copy of a report on conditions in Hoifung, which I received from Bishop Valtorta, and of which I enclose a copy.

I urged upon Marshal Li the importance of dealing at once with these pirates by action on shore, and I shall be glad if you too will be good enough to represent to him the necessity for eradicating pirates, brigands and
